Karate instructor sentenced for child pornography violations

 A 60-year-old Lumberton, Texas man has been sentenced to federal prison for child pornography violations in the Eastern District of Texas, announced U.S. Attorney John M. Bales today.

Ronald Seabridge, Sr., owner of Brass Dragon Karate, was found guilty by a jury On Feb. 27, of receiving, distributing and possessing child pornography and was sentenced to 235 months in federal prison On Oct. 28 by U.S. District Judge Thad Heartfield.

According to information presented in court, in 2009, federal agents executed a search warrant at Seabridge’s residence/karate studio in Lumberton as the result of an undercover operation which determined Seabridge was using a peer-to-peer file sharing program to receive and distribute child pornography. Seabridge’s computer and hard drives were seized and a forensic examination revealed over 300 images of child pornography. Seabridge was indicted by a federal grand jury on May 23, 2013.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.

The case was investigated by the Federal Bureau of Investigation, the Lumberton Police Department, the Jefferson County Sheriff’s Office, and the Orange County Sheriff’s Office. This case was prosecuted by Assistant U.S. Attorneys Randall L. Fluke and Christopher T. Tortorice.

Four charged with sex trafficking of minors

Blasina Vargas, Luisa Vargas, Dolores Vargas and Ignacio Escandon, all of Houston, have been taken into custody on three counts of sexual trafficking of a minor and one count of conspiring to harbor illegal aliens, announced U.S. Attorney Kenneth Magidson.

The indictment was returned under seal On Aug. 20, and fully unsealed as they were arrested by federal authorities. Luisa Vargas is expected to appear in the near future in Miami where she was taken into custody. Blasina Vargas, 53, Dolores Vargas, 63, and Escandon, 48, were arrested in Houston and will appear before U.S. Magistrate Judge Frances H. Stacy today at 2, p.m.

The indictment alleges that from at least Feb. 12, 2012, to the present, the four defendants conspired to cause a person under 18 years of age to engage in a commercial sex act. They allegedly operated several apartments located in the 10,000 block of Westview in Houston as brothels. The indictment further alleges they instructed minor undocumented Mexican victims and young women how to solicit and charge for commercial sex acts. The defendants collected all the fees paid to the women, according to the allegations.

They are also charged with harboring and concealing illegal aliens in Houston.

This matter was investigated by FBI, Harris County Sheriff’s Office, Houston Police Department and Homeland Security Investigations as part of the Human Trafficking Rescue Alliance (HTRA). The HTRA was formed by the United States Attorney’s office in Houston as part of a broader effort by the Department of Justice to concentrate and combine resources of our own office’s civil rights and organized crime units as well as federal, state law and local enforcement agencies and non-governmental service organizations to target human traffickers while providing necessary services to those victimized by the traffickers. The Houston HTRA was one of the first of 42 such funded organizations and the first of its kind in Texas. The mission of the HTRA is to foster the collaboration of local, state and federal law enforcement agencies with area social service organizations to identify and assist the victims of human trafficking and to effectively identify, apprehend and prosecute those engaged in trafficking offenses.

Surveillance video shows person-of-interest in death at 1111 Louisiana St.

Houston police have released surveillance video of a male wanted for questioning in the death of a man found at 1111 Louisiana Street about 10:50 p.m. on Sunday (Oct. 26).

The victim, Cory Roussell, 27, suffered apparent blunt force trauma to the head and was pronounced dead at the scene.  His cause of death is pending an autopsy by the Harris County Institute of Forensic Sciences.

“About 4:50 a.m. on Sunday (Oct. 26), Mr. Roussell was seen running down Louisiana Street,” HPD Homicide Division Sergeant W. Meeler, Senior Police Officer J. Villareal and Officers S. Overstreet and A. Vinogradov reported. “Later that night, about 10:50 p.m., a security officer found Roussell deceased in a parking garage [at 1111 Louisana Street].”

Further investigation determined Roussell had been with a black  in downtown Houston that morning.

“About 4:30 a.m. the two were seen running westbound on McKinney Street just west of Main Street.  About five minutes later, they were seen near the downtown Houston Library at 500 McKinney Street.”

The released video shows a male, who may be the individual seen with Roussell, outside a building on Travis Street near Leeland.  HPD investigators would like to speak with him about the events that morning.

UPDATE: Parolee suspect charged in fatal officer-involved wreck

 

A Dayton woman who fatally struck a Harris County deputy in east Houston this morning has been charged with possession of a controlled substance, according to the Harris County Sheriff’s Office.

HCSO  Deputy Jesse Valdez III , 32, was on duty patrolling in the 2300 block of E. Wallisville Rd. at Honeysuckle St. just after midnight when a Ford Explorer driven by Kelly Jo Ivey, 29, collided head-on with his patrol car, HCSO reported. A passenger in Ivey’s SUV, Casey Byfield, 36, has also been charged with possession.

“[Valdez] was operating a marked patrol car of the Harris County Sheriff’s Office, eastbound in the 2300 block of E Wallisville Rd., in east Harris County. The suspect was driving a green colored, Ford Explorer westbound on the road,” HCSO Deputy D. Drake reported . “The suspect failed to drive in a single lane of traffic and crossed left of center. The front of the suspects vehicle struck the front of the patrol car. The collision resulted in the death of the deputy sheriff. The suspect was seriously injured in the collision and evacuated by ambulance to the hospital. The suspect was observed to have indicators of impairment and a blood sample was obtained from the defendant. The suspect had been traveling together with a male passenger. The male was not injured in the collision. While collecting and documenting evidence of the crash, investigators found the defendant and the male passenger to be in possession of illegal narcotics. The defendant and male passenger are charged with possession of a controlled substance.”

The deputy was transported via LifeFlight to Memorial Hermann Trauma Center, where he was pronounced deceased at approximately 1 a.m.

“We will never forget his service. We will never forget his sacrifice,” said HCSO Sheriff Adrian Garcia.

Ivey was released from prison Oct. 2 after serving part of a two-year sentence for another meth case, according to the Texas Department of Criminal Justice. Ivey also served time behind bars in two earlier theft cases.

Ivey is being held at Harris County Jail with no bond.

Man dies speeding on street bike in SE Houston

The Houston Police Department is investigating a fatal motorcycle accident in southeast Houston last night.

The 20-year-old male victim was speeding in the 19000 block of Glenwest behind Baybrook Mall just after 10 p.m. when he lost control of his street bike.

“The victim was operating a black Kawasaki Ninja ZX-6R motorcycle at a high rate of speed southbound on Glenwest when he failed to maintain a single lane and struck the median curb,” HPD Vehicular Crimes Division Sergeant I. Izaguirre and Officer M. Reyes reported. “The victim was thrown from the motorcycle into the middle of the street. A motorist driving by observed the male lying in the roadway and called 9-1-1. Responding paramedics then transported him to the hospital.”

The victim was rushed to Clear Lake Regional Medical Center where he was pronounced dead. His identity is pending verification by the Harris County Institute of Forensic Sciences.

No other vehicles or motorists were involved in the accident.

Investigation into Fatal Traffic Accident at 9500 Kempwood

The Houston Police Department is investigating the death of an elderly man struck by an SUV while walking across a busy road in northwest Houston last night.

The male victim, 83, was crossing the street at 9500 Kempwood at about 7:15 p.m., according to HPD.

“The victim was crossing Kempwood northbound, without using a crosswalk, when he was struck by a Ford Explorer traveling westbound,” HPD Vehicular Crimes Division Sergeant P. Kung and Officer S. Coke reported. “The driver of the SUV remained at the scene.”

The victim was transported to Memorial Hermann Hospital where he was pronounced dead. His identity is pending verification by the Harris County Institute of Forensic Sciences.

No charges have been filed in the incident, HPD reported.

Man stabbed to death in southwest Houston

 

The Houston Police Department is investigating the fatal stabbing of a man at 8500 Nairn at about 12:40 a.m. this morning.

The victim was pronounced dead at the scene, according to HPD. His identity is pending verification by the Harris County Institute of Forensic Sciences.

“HPD patrol officers responded to the Brookside Apartments at the above address after witnesses stated they found the victim while they were walking home,” HPD Homicide Division Officers K. Winningham and C. Sharp reported. “The male had suffered multiple stab wounds.”

Police have no motives or suspects in the murder.

Suspect charged, others wanted in shooting at 3103 FM 1960

Charges have been filed against one of three suspects wanted in a robbery and shooting incident at 3103 FM 1960 about 10:45 a.m. on Oct. 22.

The suspect, Xavier Reynoldo Johnson, 34, is charged with aggravated robbery with a deadly weapon in the 230th State District Court. He is not in custody.

An off-duty veteran Houston police officer, K. Huey of the North Patrol Division, discharged a weapon at the suspect.

Huey, who was not injured in the incident, was sworn in as an officer in July 1995.

“Two unknown black male suspects, armed with guns, entered the Popeye’s Fried Chicken restaurant at the above address and demanded money from the business,” HPD Robbery Division Senior Police Officer K. Nealy reported. “After obtaining money, the suspects walked outside toward a vehicle in the parking lot. Their actions were observed by an off-duty HPD officer, who attempted to intervene and discharged a weapon at the suspects. The suspects’ vehicle was recovered a short time later. It had been burned.”

Further investigation identified Johnson as one of the suspects in this case.

Johnson is about 5 feet 8 inches tall, weighs about 160 pounds and has tattoos on his face, neck and arms. It is possible he was shot in the arm during the incident.

The other wanted male suspect is described only as being 25 to 30 years old and just over 6-feet tall. A third wanted suspect is described only as a black female.

UPDATE: HCSO deputy dies in fatal wreck

In the early morning hours of Wednesday October 29, 2014, a Harris County Sheriff’s Deputy was travelling eastbound on East Wallisville Road crossing the intersection with Honeysuckle Street.

A dark colored Ford Explorer SUV travelling westbound on East Wallisville Road, crossed into the eastbound lane of traffic striking the Deputy’s marked patrol unit.

The Deputy’s vehicle was spun counter clockwise into a roadside drainage ditch, as the Explorer spun into the center of the intersection.

EMS personnel were called to the scene where extraction tools were used to withdraw the Deputy from his severely damaged vehicle.

The Deputy was transported via LifeFlight to Memorial Hermann Trauma Center, where he was pronounced deceased at approximately 1:00 a.m.

The female driver was transported via ground to the same hospital, where she is under the care of physicians. A male passenger was treated on scene, and is currently cooperating with traffic investigators.

The entire Harris County Sheriff’s Office is in mourning following the news of the passing of one of its brethren in the line of duty. The 32 year old Deputy was an 11 year veteran assigned to the patrol bureau.

Pending notification of the Deputy’s family, all identities are currently withheld.
